Thiago Barral was appointed the President of the Energy Research Office (EPE) on February 1, 2019. He has been at EPE since 2007. Prior to his appointment as President of EPE, Thiago was Director of Economic and Energy and Environmental Studies from February 2018 to January 2019. Among other duties, he was responsible for studies in energy demand, distributed generation, energy efficiency, emission reduction targets for the energy industry, georeferenced base management, long-term energy and technology prospects. He previously served as the Head of the Department of Project Studies and Development where he coordinated the process of technical qualification and calculation of the price-ceiling in the electricity auctions, the supply studies for the isolated systems, and the feasibility studies of hydropower projects. At the same department, he served as Deputy Superintendent from September 2013 to September 2016. Thiago holds a degree in Civil Engineering from UFJF, a Master in Water Resources and Environment from COPPE / UFRJ and a post-graduate degree in Public Administration from FGV-RJ.
Carla Gaspar Primavera is the Superintendent of the Energy Area in BNDES Brazilian
Development Bank. She is responsible for the teams that overlook all financings for
power generation, transmission and distribution projects. Her teams also coordinate the
relationship between BNDES and other public and private institutions regarding these
projects. She is a BNDES tenure employee since 2000. Previous to this position she was
a lawyer within BNDES, during such period she developed a broad experience in
leading legal teams in analyzing the regulatory, contractual, corporate, financial and
environmental aspects of the projects, always aiming to achieve the long-term credit
goals in a sustainable manner.
She holds a law degree from UERJ, and has an MBA in Business Economics Law from
the Fundação Getúlio Vargas.

Professora visitante na Harvard Kennedy School of Government, Universidade de Harvard, em 2010, e professora na Fundação Getulio Vargas, no Rio de Janeiro. Possui consolidada experiência em Economia da Regulação, Economia Energética, Leilões de Energia, Economia Experimental, Teoria Organizacional e Contratos. É diretora do Centro de Regulação em Infraestrutura (FGV CERI) desde 2010.
She holds a PhD in Economics from the Getulio Vargas Foundation in Rio de Janeiro (2001) and was a director of the National Electric Energy Agency (ANEEL) between 2005 and 2009. Visiting professor at the Harvard Kennedy School of Government, Harvard University, in 2010, and professor at the Getulio Vargas Foundation in Rio de Janeiro. Consolidated expertise in Economics of Regulation, Energy Economics, Power Auctions, Experimental Economics, Organizational Theory and Contracts. Director of the Infrastructure Regulation Center (FGV CERI) since 2010.
